It explains the intent of the law, and how we are supposed to enforce it. In any
high level discussion of soccer laws, this resource is cited. Check it out!

each member of the four person referee team should be, what their responsibilities are,
and how the referee team should function. You can learn a lot about good referee tactics
from this.
